PRODUCTIVITY COMMISSION REPORT HIGHLIGHTS IMPACT OF ...

The Mid North Coast NSW Business Chamber has welcomed the release of the Productivity Commission?s ?Performance Benchmarking of Australian Business Regulation: The Role of Local Government as Regulator? report as a step in the right direction towards improving local government regulation in NSW.

The NSW Business Chamber has been a long standing advocate of the need to reform local government.

?Local government regulation is a significant issue for businesses across Australia however analysis of the impacts of this regulation has been limited until now,? said Kellon Beard, Mid North Coast NSW Business Chamber Regional Manager.

?The NSW Business Chamber?s 2011 Red Tape Survey identified that 55.5% of NSW businesses face a high or moderate regulatory burden in dealing with local councils. For those businesses surveyed, 50% said that complying with regulation was having a detrimental impact on their capacity to grow their business.

?While regulations themselves can be problematic for business, it is often the day-to-day experience of how regulation is managed and enforced that matters most. It?s pleasing that the Productivity Commission has identified this as an issue recognising that delays, information requirements, and fees and penalties are also significant burdens.?

Mr Beard said that if councils want small businesses to invest, grow and create new jobs in the local community, then they need to consider how they can create a better environment for this to occur.

?The NSW Business Chamber is pleased that the Productivity Commission has put the local government sector under the spotlight and identified some key areas for regulatory improvement.

?The leading practices identified within the report provide sensible improvements to the regulatory functions of local government. The NSW Business Chamber supports these leading practices becoming standard practice across councils in NSW.

?The release of this report is timely and should be closely considered by the NSW Government in its ongoing reviews of the local government and the planning systems.?
