WASHINGTON ? The Obama administration is telling American automakers that it would like cars and light trucks to average 56.2 miles per gallon by 2025 ? a boost to fuel economy that would save consumers money at the pump and help with global warming but drive up the cost of automobiles.
Administration officials floated the number at separate meetings last week with the Detroit Three ? General Motors, Ford and Chrysler ? according to people in government and industry familiar with the discussions. They spoke on condition of anonymity because they weren't authorized to talk publicly about them.
While it is just a starting point, the figure is the first hint of where the government may be headed as it works to set a 2017-2025 fuel economy standard. Last fall, the Transportation Department and the Environmental Protection Agency said they would consider a federal standard somewhere between 47 and 62 mpg.
The upper end of the range would mean a massive shift in what Americans drive. A government analysis found about half the lineup of new vehicles would need to be gas-electric hybrids under the most aggressive standards. The technology needed to achieve a 56 mpg standard, according to administration estimates, would add $2,100 to $2,600 to the price of a car. But because the vehicles would need less fuel, owners would make up the difference with fewer trips to the gas station.
Environmentalists are pushing for the most stringent standard, but automakers have thus far said they would be willing to work over the next eight years on vehicles that get between 42.6 and 46.7 miles per gallon.
The Obama administration is hoping to find some common ground and reach a deal before it makes a formal proposal in September.
Early in 2009, the White House announced a landmark agreement with automakers and states requiring cars and light trucks on average to achieve 35.5 miles per gallon by 2016 and set the first-ever standards for greenhouse gas emissions from tailpipes.
The stakes are higher this time around, since legislation to curb climate change is no longer being pursued by the White House, which is looking for other ways to address global warming. High gasoline prices have also put pressure on the administration not only to find ways to boost oil supply, but also reduce demand.
"We continue to work closely with a broad range of stakeholders to develop an important standard that will save families money and keep the jobs of the future here," White House spokesman Clark Stevens said in a statement. "A final decision has not been made, and as we have made clear we plan to propose a standard in September."
The goal of 56.2 mpg is tough, but General Motors will figure out a way to reach it, said Mark Reuss, the company's North American president. He would not say what technologies GM would use to reach the target, but he conceded that many easier, less-costly solutions already are under way or have been done such as switching to smaller engines and developing more fuel-efficient transmissions.
"When you put those things in for the first time, they may be more expensive," he said. "But this is a volume and scale industry. What was very expensive in the past is no longer very expensive."
Ford Motor Co., in a written statement, said discussions with the administration are ongoing, but that it "supports increasing fuel economy requirements with one national program that is data driven and factors in the impact ... on jobs, the economy, consumers and safety."
Dan Becker, director of the Safe Climate Campaign at the Center for Auto Safety, cautioned against making too many assumptions, saying that more important than the standard is how automakers will be allowed to achieve it.
"It is not just the number that matters. It's the loopholes underneath it," Becker said. "And automakers will look to turn whatever number it is into Swiss cheese."
Technology already is available for some cars to reach beyond the 56.2 mpg threshold. The EPA has determined that General Motors' Chevrolet Volt electric car will get 93 mpg in combined city and highway driving. The Nissan Leaf electric car gets the equivalent of 106 mpg in city driving and 92 mpg on the highway.
But electric motors and batteries aren't quite ready to power larger vehicles such as pickup trucks, creating a challenge for Detroit automakers who get a significant portion of their profits from larger vehicles.

LulzSec, the hacker group that has hacked the CIA, U.S. Senate, Nintendo, Sony and others, has surprisingly announced that it is disbanding. LulzSec, short for Lulz Security, claims that it intended to only operate for 50 days as an attempt to revive the AntiSec movement, which is opposed to the computer security industry.

"For the past 50 days we've been disrupting and exposing corporations, governments, often the general population itself, and quite possibly everything in between, just because we could," the hacker group said in its announcement. "All to selflessly entertain others - vanity, fame, recognition, all of these things are shadowed by our desire for that which we all love."
The release continues on, explaining that the organization is not tied to its LulzSec identity and has succeeded in bringing back the AntiSec movement. The group, in fact, encourages others to take up its cause. "We hope, wish, even beg, that the movement manifests itself into a revolution that can continue on without us... Together, united, we can stomp down our common oppressors and imbue ourselves with the power and freedom we deserve."

As its final parting gift, the group released one last data dump with data allegedly taken from AT&T, AOL, Disney, Universal, EMI and the FBI.
The group has had its way with corporations and governments for the last two months. It took down the CIA's website, hacked Sony's servers, released sensitive documents from the Arizona state government and attacked the U.S. Senate's website. While a suspected member of LulzSec was recently apprehended, the group claims he was not its leader.
The end of LulzSec doesn't mean the end of hacker attacks, of course. Long-standing hacker group Anonymous is still around, and we bet other groups will form in the wake of the group's disbandment. And with 277,000+ followers and a captivated audience, we bet LulzSec will come back in one form or another. We also doubt its disbandment will stop authorities from searching for its masterminds.

Oil prices fell below $94 a barrel Wednesday after a crude supply report reflected mixed signs about U.S. demand and the dollar strengthened against other currencies.
By early afternoon in Europe, benchmark oil for August delivery was down 82 cents to $93.35 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 54 cents to settle at $94.17 on Tuesday.
In London, Brent crude for August delivery was down 41 cents to $110.54 a barrel on the ICE Futures exchange.
The American Petroleum Institute said late Tuesday that crude inventories fell 81,000 barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted a drop of 2.0 million barrels.
Inventories of gasoline dropped 1.5 million barrels last week, surprising analysts who had forecast an increase of 1 million barrels. Distillates fell 541,000 barrels, the API said.
The Energy Department's Energy Information Administration reports its weekly supply data ? the market benchmark ? later Wednesday.
"Demand figures have not been strong and we still have more crude oil in storage than in previous years," energy consultant Cameron Hanover said in a report.
A stronger dollar also weighed on prices by making commodities like oil more expensive for investors holding other currencies. A stronger dollar usually pushes down crude prices.
The euro slipped to $1.4366 from $1.4416 in late trading in New York, while the dollar strengthened to 80.23 yen from 80.13 yen.
"Markets are ... slightly weaker as they wait for the vote on the Greek austerity package, but likely ready to rally if and when it passes," said Edward Meir at MF Global in New York. "However, the bounce will be brief, as there are still serious problems remaining in Europe. For one thing, other countries are experiencing severe debt issues."
In other Nymex trading in July contracts, heating oil fell 1.75 cents to $2.8725 a gallon while gasoline lost 0.01 cent to $2.8825 a gallon. Natural gas futures fell 1.6 cents to $4.372 per 1,000 cubic feet.

I see a jammer?..Another week, another interview. I hope no one?s bored with this yet.. I know I?m not. I?m really liking getting to know my teammates a little better. And its only the 3rd one? suck it up will ya? So this week I sat down with another of CDTA?s ?jammers. I call him Snidely for his resemblance to Snidley Whiplash. ?But you can call him Roarshock.

Malice: For the record please state your name, number and position.
Roarshock: My name is Roarshock, my number is 8i8 and I am a jammer!
Malice: Great, now how did you get involved in roller derby?
Roarshock: I was at Empty Bowls in Troy when B-side Blaze handed out flyers with the Albany bout schedule. I went to a bout with a friend of mine who wanted to play roller derby. Moe mentioned at the bout that CDTA was recruiting and my friend said I had to join? so I did!
Malice: And we?re glad you did. What?s the story behind your name and number?
Roarshock: I?m a big fan of the graphic novel The Watchmen and my all-time favorite superhero/sociopath is Rorschach. So I figured it would be fun to model my name after him. Its cool when people get it from the book but people also recognize the name from the ink blot test which also suits me well? I like to pretend I can psycho-analyze people and have an obsession with symmetry. People think my number is an ink blot itself. Depending on the font used, I?ve been told it looks like a butterfly, a brain, or even a ?little guy smooshed in a babe sandwich?? I think they?re all nuts, its just a number!
Malice: When you were coming up with names this was my favorite too. Is your derby personality any different from your real one?
Roarshock: Uhhhhhhh? yes. I?d say my derby personality is just a louder, cockier version of my real personality.
Malice: Interesting. ?Do you have any prior skating or athletic experience?
Roarshock: Skating? No. Not unless you count birthday parties when I was 8. But I?ve always been involved in some kind of sport. I?ve been fencing for 6 years and this spring I began coaching a school in Clifton Park.
Malice: Fencing? That?s pretty cool. I don?t think I?ve ever met someone who fences.
Keeping his identity a secret
Roarshock: Yea its pretty cool.
Malice: Do you do out side of rink/derby training?
Roarshock: Well if I don?t, my upperbody will remain scrawny and weak. So when I?m not skating I do strength training. But its hard to find time when I?m not skating. Right now I skate 5 days a week whether its derby practice, reffing derby practice, speed skating or outdoor endurance skating. Did I mention skating is addictive yet?
Malice: I think we got that. I know what you mean about being scrawny? ?The only reason I don?t get all bulked up, like I totally am in my dreams, is because I wont be able to fit through small holes between blockers. That?s my reasoning behind it.
Roarshock: Hahaha. I?ll support it.
Malice: Since you?re also a ref, what?s it like being on the other side of the penalizing?
Roarshock: Well first of all, I want it stated that I?ve only been in the penalty box once and it was a bullsh*t call? but I?m not bitter or anything? But actually being a ref has given me a chance to also be yelled at by skaters and refs can already take it pretty hard when they think they?ve made a mistake and really don?t need to be yelled at by anyone other than themselves so that?s something I?m trying to work on as a skater? being nicer to refs.
Malice: What? Eff that!!! Ref?s suck. They?re the real enemy. Its like 2 games in one. Beat your opponent and see how much shit you can get away with without the ref?s catching you. They have the advantage of there being like a billion of them and one of you?. and they seem to think they?re always right.
Roarshock: Well? yea?
Malice: What is your beverage of choice?
Roarshock: Either a simple rum and coke or just a beer. I?ve become a big fan of the Ommegang brewery and I love Cooperstown?s Pride of Milford.
Malice: MMMMM Ommegang?. so good?.What do your friends and family think about you playing roller derby?
Roarshock: Well my friends are used to me play ?the odd sports? like fencing and curling. And my family thinks its cool, but they keep asking if I?ve still got all my teeth?
Malice: I want to try curling real bad. There was one Winter Olympics a few Olympics ago that my two buddies pretty much only watched curling. We got real into. But that wasn?t real hard for us. We would watch bowling on TV and yell at it too..
Roarshock: Curling is a good time.
Malice: Someone is interested in joining CDTA. What are the top three things you tell them?
#1. Good! CDTA needs lots of new members. Anything to give me some extra rest and Syko a new target? I mean teammate? I mean? #2! Its easy to learn and we?re all here to help you learn it. #3. Why don?t you have skates on yet?!? LETS GO!

Malice: What is your most memorable derby moment?
Roarshock: Even though I didn?t make it, the first apex jump I ever attempted at the CDTA vs BBQ bout . I attempted to jump the combined width of Wellen Dowd and Yofune Nushi. If I had more confidence in that jump, I would have tried to land it. Next time I?ll get it!
Malice: You landed more apex jumps in that bout?. it wasn?t the only one you tried. I want to put it out there that you had only been on CDTA for about a month and a half at the time of our first bout against the Quadfathers. No one would have ever been able to tell. You jammed and blocked like you?ve been doing it for years. That should be a memorable moment too.
Roarshock: Thanks. It is but jumping is a lot of fun too.
Malice:?What do you do for a living?
Roarshock: I?m a professional student! I?m trying to earn my PhD in mechanical engineering at RPI and my research revolves around developing model order reduction methods for high-performance computing of neuron evolution equations in order to create a whole-brain model of the human brain? or something like that.

Roarshock: I?ve recently become fascinated by Freestyle Slalom and ??Never? by The Cold Rush. So I?ve been listening to that. Its a great song to get pumped up to? even though I have no idea what she?s saying.
Malice: Cool? CDTA is close with 2 womens teams and your one of our guys who is associated with both of them. Who?s your favorite Derby girl?
Roarshock: Well Syko and Gohan have already covered CDTA?s love for KCDC and the other girls that come and play with the guys and I couldn?t agree more. I could never pick just one so here we go and in no particular order:
1. Liv Dangerously. I just think Liv?s a badass and really fun to watch.
2. Pork Slap. There?s just something about the way Pork Slap skates that?s calm and fluid, like she?s hardly even trying. It?s awesome!
3. Epic Kate-tastrophe. I don?t think I?ve ever seen a jam where Epic hasn?t had a major impact on the track whether she?s blocking or jamming. Also I love watching her do that sideways skating thingy, even when I?m her jam ref (?I probably shouldn?t get distracted like that?)
Malice: What do you think the future of Derby is?
Roarshock: Derby is growing really fast and internationally as well. I think flat track is great and will remain enormously popular at all levels of play but banked track has ?televised event? potential. That would be so cool!!!
Malice: Derby is a fairly rough sport. Are you ever worried of getting injured?

NEW YORK ? Union officials said Wednesday that NBA players and owners are about $7 billion apart over a 10-year span in their most recent proposals, a significant gap to close to avoid a work stoppage.
So far apart in negotiations for a new collective bargaining agreement that union president Derek Fisher said when players are briefed on the state of the talks, they are in "total disbelief" and ask why they even bother having meetings.
"When we put our spreadsheets up, we put it on the board, we lay it out, everybody's at a loss for how to even begin to close this gap," the Lakers' guard said.
They have only until June 30, when the current CBA expires, and they'll take another crack at it during another session Friday.
But as they continue to disagree over issues relating to the salary cap as well as the enormous gap in economics, it becomes clear how difficult it will be to avoid a lockout.
"Their demand is gargantuan and we just can't meet it," executive director Billy Hunter said.
Hunter and Fisher decided to meet with reporters after being caught off guard Tuesday when NBA Commissioner David Stern revealed details of the league's latest proposal during a press conference after a bargaining session. Both sides had largely kept specifics from the media during the negotiations.
Yet Stern and Deputy Commissioner Adam Silver laid out their proposal for what they called a "flex cap," in which teams would be targeted to spend $62 million in salary, but could exceed that number through the use of exceptions to an unspecified level before the ceiling kicked in.
The biggest surprise for the union: They said owners never mentioned the $62 million figure to them during discussions.
Players insist what was proposed was still a hard cap because there was an eventual limit, and they have said from the start they will not agree to a hard cap.
Fisher said the "flex" cap was a "total distortion of reality," saying "it's not a flexible cap, it's a hard cap."
Hunter allowed that the players would have to consider a hard cap if they were to receive a much higher cut of revenues. They are currently guaranteed 57 percent, a number they say the league wants to massively decrease.
The league's proposal guaranteed players' total compensation would never fall below $2 billion a year in a 10-year contract, but players earned $2.1 billion this season and believe they would earn more in later years as revenues rose.
And they remain against the 10-year deal the league seeks, having proposed their own five-year contract which they say offers giving back $500 million to owners. The union believes the league wants the unusually long deal ? the longest previously has been six years with an option for a seventh ? because the league's national TV contract expires after the 2015 season, when it could have more money coming in without having to share it with the players.
Hunter and Fisher also said even before a new deal, owners already want to take from the players in this one, seeking to withhold about $160 million in escrow money they would have been paid out from the 2010-11 season in August.
Fisher said that "speaks to the arrogance that they feel" and said players shouldn't be penalized for decisions owners have made that led to their losses.
"I'm not inclined to want to give back money that we've earned to help you in a sense make maybe more mistakes or more poor decisions," Fisher said.
Owners say they are losing $300 million this season, and players argue that can be addressed by expanded revenue sharing. Stern has said they will have it, but only after the new CBA is completed.
That could still be a while. Owners will meet next Tuesday in Dallas, and Hunter said he expects they will vote there whether to lock out the players.
But he said the players won't accept a bad deal to avoid that.
"I can assure you that we have not lost any of our resilience," the players haven't, and they're willing to hang in there and fight," Hunter said.

NEW YORK (Reuters) ? Stocks rose on Thursday as a mixed batch of data failed to deter buyers looking for bargains after a more than 7 percent selloff in the last few weeks.
Worries that the lack of a deal to resolve the Greek debt crisis could crimp market liquidity kept gains in check.
"We're seeing a very oversold market going into the data, so that could be one reason why we're attempting to bounce," said Steve Goldman, market strategist at Weeden & Co in Greenwich, Connecticut.
"Also, jobless data was a bit better this morning."
The number of Americans signing up for jobless benefits fell last week, while housing starts and building permits rose in May, offering some hope the economy could be starting to pull out of a soft patch.
Still, factory activity in the U.S. Mid-Atlantic region unexpectedly shrank in June in another sign of weakness in the manufacturing sector.
The Dow Jones industrial average (.DJI) gained 63.80 points, or 0.54 percent, to 11,961.07. The Standard & Poor's 500 Index (.SPX) rose 5.41 points, or 0.43 percent, to 1,270.83. The Nasdaq Composite Index (.IXIC) added 5.20 points, or 0.20 percent, to 2,636.66.
The S&P 500 has fallen more than 7 percent from its high in May 2. The benchmark has technical support at 1,256.81, its 200-day moving average, and at the 2011 low near 1,250.
Developments in Europe could define the market's direction.
The IMF will release loans to save Greece from default despite a likely delay by the European Union on a deal for a second bailout, sources said.
